Said traffic runs 60-65+ mph with semis at all hours, noise exceeds the DOT's 67-decibel threshold based on expired 1992/2012 data, and asked the council to support updated traffic and noise studies, consistent police patrols, and to put the matter on the next agenda.

Said the highway is his backyard and it's much louder now than the 1992 data suggests, and asked the council to give residents a foothold since the county and other governments say they lack money or jurisdiction.
